Does maya cloth only work if the character is animated with Play Every Frame setting?

Because what I did was animated my character with Play Every Frame at Playback speed setting. After all animation was done, I created cloth for my character and made my character collision object. Maya cloth worked. But when I animated my character with NTSC 30 fps, cloth would not work. I even tried a different approach I animated my character 30 fps and then before simulating the cloth, I set the settings back to Play Every Frame to see if that will do the job. it was bummer.

Any suggestions?
