So it did have something to do with the normals, they were the right way, but weren't rendering as if they were. So I had to go back to older versions of the file and redo those objects. So somewhere...

Using Maya 2012, I have used older versions, and suddenly now when I try to select vertices (with or without move tool/scale tool etc) I get these coloured circles (in this case green)...

Hmmm tried all that, didn't seem to make any difference. I might try modelling it again.
