Generally what chrome is, is just 100% reflection. You need to have an environment for it to reflect. Create a large sphere, turn it's primary visibility, cast shadows, and receive shadows off. Then assign a lambert to it. Set the color to black. Assign a file texture to the incandescence, and choose an environment you want it to reflect. For example, a kitchen or something. Now render. It should reflect something.
