I would never use the fill hole tool. The append polygon tool expects you to click on the edges CLOCKWISE. If you just click on the other edge, the normals may be flipped, or if you go counter-clockwise, the normal will always be flipped. That's why there are little arrows on the edges when you use the append polygon tool. It's telling you which direction to build the polygon.
Imagination is more important than knowledge.
