Well I beleive cloth only reacts with the object that you apply the cloth too. If you are thinking of making cloth wave in the wind or react as though it was under water...hmmm I would suggest maybe playing around with some different setting or (im not sure if it would work but) using an air field. Sorry Cloth isn't really my strong point ^^*.

But yeah cloth reacts with the object that you contrain it to.
