Well, that's the flow for most projects. Since you're doing an animation, you wanna plan out on paper what will happen. Draw out your characters, locations e.t.c seperately. Then you want to make a storyboard that will summarize your animation with art panels and annotations. Planning is really important. Make sure you get every detail well planned out before starting or you may end up running into walls a lot.
