Default Maya Paint Effects tool

okay,

i have a problem trying to open up the paint effects tool (as basic as it sounds but it's true). following kurt's tutorial when he says select the head, then shift select the blinn material, nothing happens. he says that it might not work the first time. but i still can't get it to work. i can't seem to get the 3d paint tool menu to show up on the right. maybe a basic question but i can't do anything else until i figure it out!
