Default Dog Video Tutorial - Merge Vertices

This is probably something really stupid but in part 3 of the cartoon dog tutorial after you attach the head and the neck and start to do some clean up, I can't get the vertices to merge. I select the vertices like in the video and select the merge vertices option but they remain the same? No error message is display and it says that it was successful.

Go t o Edit polygone> merge vertices> option box and make sure you setting is above .0001 i usally keep mine at 4.000.
