Default set display size vertex

How can I change the display size of vertices?

I don't believe you can. Unless I'm mistaken, the vertex size is dependent upon your video card. Your OS has magnification features build in if you need them. Check your OS help for "accessiblity" features designed for sight and hearing impaired.
