Default Fluid Container

Does anyone know if there is anyway to attach a locator or cv or anything to a particle or a dynamic particle arrow (see image). I'm trying not to have to create a locator or cv for each of these. I want to now create planes or surfaces that have cv's where each particle is. Please help
