Default velocity - animation speed

does anybody know how to have the speed of an animation from one object match the velocity of another animated object?

I have 1 animated fish. and 600 animated cones in a crowd which are oriented in the aiming direction. I´ve allready parented instances of the animated fish to the cones. but there is no diference in movement speed which makes all look a bit lame.

if you have any ideas, please let me know!
everything starts and ends in the right place at the right time.
