Angry Problem laying out UVs

hi, i am trying to lay out the UVs of my character but when i try to cut them to separate the head from the body, it looks like it has worked but when i try select the shell the whole head and body is selected.

I cant seem to get them separated. ive done it before and it usually works, so this has really stumped me.

I would be grateful for any ideas. I have attached an image so you get see what i mean.
