Smooth binding questions

Hi folks,

I`ve smooth binded my model, but got some problem areas with painting the weights, on some surfaces my brush doesn`t work that suppose be under the influence of the relevant joint I selected, my first question is how can I change the influence so I can paint on it?

Another problem I get with testing out while painting the weights is that my model starts too break up, it`s a patch model, what`s the best way too keep it together?

I have read of lattices too achieve that in a savvy book and some other methods on the internet, does someone know what the best way is?
