Rotating IK Handle Manipulators

I need to animate a badly rigged character, as soon as I rotate the direction he moves, the IK's stay in the original direction, is there a way to automatically rotate the IK's so they move in the same direction as the character?

parent the ik to the heirarchy.
preferably above the shoulder joint, like the clavicle. you would not want to parent it to a joint that is being evaluated by the ik itself, i.e. shoulder or elbow.
