Where can i download the edge flow tool?

Do you mean Edge loop tool??? Like the M.J. Poly Tools???

What version of Maya are you using???

If your using version 8 or higher, the Insert edge loop tool is built in.

Maybe I'm thinking of the wrong thing, but of never heard of the "Edge Flow Tool".

Finding edge loop utility

First grab an edge on you surface and then hit ctrl+Right mouse click and look for Edge Ring Utilities. This is how it is found with default maya settings. There are a number of handy other tools in this menu set. Try them out to view what each one does.
If you trying to grab a row of edges along the face path then you hit ctrl+Right Mouse click. Drag the mouse over to Edge Ring Utilities which takes you to a sub menu and click on Select Edge Ring Tool. Double click on the edge which you want to select and your edges along a face path will be selected. Hope this helps. Playing around with these tools will help you work flow tremendously.
