Designing a character

I was wordering what would be the best way to build a character that will be changing cloth. Is it better to model the boy, and the cloth on top, or just the cloth? The cloth plugin would be a god solution?

i think the cloth simulation shud work well, or u cud just model the clothing, and change the shader, forget about the body unless theyre gunna take clothes off user added image
