anyone know how this was done?

Does anyone know how to do the neon type glow thing in the image below? i think it looks kool, (do you know a tutorial maybe?)

yeah, that's using a "ghost" shader which is pretty easy to make with a couple of utility nodes. The water shader I've made in my water tutorial at my site uses this technique.
