CP and EP curves are both NURBS curves, just different methods of creating and editing them.

From what I know, it creates an arc using 3 points.
But how do you keep the arcs connected to eachother?

In an orthographic view, with the chosen arc tool selected, place points as you would want the arc to be positioned.

arcs are just NURBS curves, so once you have your arcs made, you can just attach them together like you would any curve.

Or, you can do Create Nurbs-->Circle to make a circle.
I have heard that in Maya 8, surfaces don't exist anymore but i don't know yet.
