Surface anomolies

I've been modelling for a couple of years now, but still haven't found to a major problem.

If you look at the image below, there are 'anomolies' formed in the surface after I have softened the normals of my polygon models.

Can someone tell me what causes this, and how to fix it.

Thanks,

Forlax.

I used to be indecisive, but now I'm not so sure.
