scaling an 'empty' face!

Anyone know how to scale a selection of edges with an 'empty face' about its local selection axis?

I've got 4 border edges in a model that I want to scale: think of the 4 edges of a quad poly but the face has been deleted) - but can’t grab face because hollow!

of course I could build the face first, scale it then delete again - but just wondering if there's a shortcut user added image

the shortcut would be -> grab the edges and scale them down.

PS: I advise you to make a trip into some forest and cut wood. that helps not thinking so complicated.
