Modifiers huge :(

Hey, all my scale, rotate and move tools are HUGE. I cant even rotate or scale anymore because i cant pan the screen over far enough to get the squares. it seems the more i work on this model (in the battle arena area) the farther they go. How can i fix this? I have tried to center pivots.. but that does not help at all user added image. Thanks.
