PS's pixel aspect ratio correction thing

Why is it that sometimes when you render stuff in Maya and open it in photoshop it gets a pixel aspect ratio correction thing applied?
I know you can turn it off, but I'd like to know why it happens...

also, it screws with the brush shapes as well... the correction is applied to them, which i guess is correct, i just dont want it to happen
