Rigging the devil

Hey,

I am rigging the devil that is in the user download section under models. So far it's going great but I am stuck on which method to apply for the mouth and head. Could someone point me in the right direction. I have attached a screen shot of what I have done so far.

2x inverseFoot control
3x back controls (don't laugh because these controls are inside the model LOL)
2x wrist control
2x hand control
1x local control
1x global control


I actually did remove the tail and moved the butt up a bit. (I don't want to rigg a tail since this is my first time of rigging a character).

I have put together another image to show you guys the way I would do it. Was wondering if it's right.

Joint 1: extension from neck joint
Joint 2: jaw line
Joint 3: end of bottom lip
