vertices messed up

I have all kinds of problems on a bunch of vertices. some will only move along two axis and if I select a bunch of them some move one way and some in the opposite direction!
the edge is affected too - if i select the loop and try to move along x only 2 vertices will move, they're the ones that move the wrong way in vertex mode, tho the right way in edge mode...?

I think it's coming from the fact that I've instanced 1/2 a mesh across to mirror extrudes etc. Now I've deleted 1 side (not sure if it was the original or instance) and are trying to line up the edge verts along the centre line. but i'm getting all this funky behaviour.
