gotta make sure you have the geometry available to deform.

Have you got enough geometry in your object? but above all is your history turned on?

well I just made a simply poly cone, turned in 90 in X and then I put a lattice to it...

I have to check for the history but it should be on...

I tried it with NURBS and it didnt work either

Okay, Just Done your deformation to a cone using a lattice. No problem even with a cone that has 2 divisions in its height. I think you are pulling outer control points that have no effect on an object with very little subdivisions. And why would you want to do it on a nurbs cone anyway? You have plenty of smoothness control on that anyway. Try your test on a cube and get back to us......
