Default paint skin weight tool??

Hi

I am a Maya noob and I just got my first dvd from Simply Maya (Rigging for the low poly man) but I have some problems for the legs (part 3) he uses the Pain skin weight tool but he uses the reflection option but in my maya it's grayed out. Any idea what I am doing wrong?

More info: the legs are full set of legs Hip to ankle made made myself. Thay are uv maped both legs uses the same uv mapping cords (1 leg just mirrored over) I dont know if that matter but I just though I should add it. umm I dont know what els it could.??
