do it all with nurbs! create a nurbs plane, a nurbs circle, project the curve onto the plane's surface, perform a trim, duplicate the circle and move it out to where you want it, and then do a loft and then a planar on the outer circle to cap it off!
(almost sounds more complicated than splitting the poly plane all to hell to get a circular extrusion, doesn't it? <sigh>)
