Default Paint Skin weight tool problem

OK i've made a skeleton for my marvin hero but now i have problem with influence of the bones... Is there another way of setting influence ? Or any tips of this method.
Here is my problem i've paint black so that there is no influence but when i move my bone the painted skin moves again ... and nothing happend.

Windows - > general editors -> component editor and make the influence of bones for each vertex ... this works for me

alternatively make sure toggle hold weights is selected
paint weights can be annoying
