1:

first rig your skeleton with IK handles.

then you have a few choices either:

select skeleton and object and go to skin - then either smooth bind or rigid bind

Both have there good points (unless you ask kurt :D)

sometimes I just happen to catch questions :)

right: Have you got your skeleton all in place and IK handles all in place?

on number 2:

there are many ways to join objects

Are they even object? Heres an example with 2 cubes -

right click to show vertex - hold down v and middle mouse click it and drag it to the other vertex then it "snaps"

then you can go to polygons (highlight the vertex`s) and merge muliple vertex - or merge the edges the same way - using the merge edges tool.

loads os way to do these things mate, maybe might be good to give the old F1 button a try to look for the basic -helps so much :)

Regarding your skeleton question, the character tutorial that comes with Maya shows you exactly how to hook up you skeleton to your mesh. Just open up your help files (F1 on your keyboard) and it's there. :)

Also, if you get a chance, check out Mike's character tutorials in the VIP section. Very good.

on 2:

You can select your two polygonal models and choose polygons > Combine.

just make sure though that if you want them actually conected to either join the verts or the edges first as the Combine option will combine where the shapes are at that current time
