Scale constraint problem
 

I have a set of vines that I need to get a scale constraint onto. When I select the control curve and the 1st joint I am able to attach a scale constraint without any problem. When I select the control curve and the 2nd joint and attach the scale constraint it appears to of worked. I then select the control curve and the 3rd joint and attach a scale constraint. I continue with this all along the vine but when I scale the control curve only the 1,3,5,7,9,etc joints are getting scaled up or down. Does anyone have any thoughts on how I might fix this.
