Poly smooth
 

Can/how some parts not be smoothed while others are of the same object. For example

I hope you understand what am I asking.

Yes you can select an region of polygons and smooth them seperately. However smoothing is not a modelling tool designed so much as to sculpt a solution, but more to refine an allready sculpted form.
