Cant create layer

I have a problem creating a new layer, I get this error message:

createDisplayLayer -name "layer1" -number 1 -empty -mc;
// Error: Not allowed to set attribute 'currentDisplayLayer' to that value. No display layer has number '7'. //

What does this mean?

just try this ->

createDisplayLayer -name "layer1" -number 1 -empty;

or this one ->

createDisplayLayer -name "layer1"
