Look into particles

I'm no expert, but I think you have to use some sort of incantation, coupled with a brew of some sort. I'd try eye of newt.

Particles, Cloud type with a glow on the shader should do it.

they use particle sprites with a custome texture with an alpha....... hmmmm... simple enough
