winows issue need fast reply

my windows wont start up, its saying that its missing system32/hal.dll

im currently in DOS\ command promt mode whatever the **** you want to call it and i njust need to know how to restore the file or copy the file from the windows disk to my pc:headbang: :headbang: :headbang: :headbang: :headbang: :headbang:
