when you import the file, and the window pops up that says, The item has an unlabled alpha channel, just select ignore and that "should" theoretically solve this problem.

There are a few ways to pull this off...
you can use particle instancing and then have fluid emit from particles...
at least that's how i would do it

You can also use rigid bodies if you'd like...

The problem with maya rigid bodies is the collision detection isn't the best in the world but are usable for sims that aren't up close and personal. You can get better performance out of using DMM...

When you put constraints on cloth, you have to update the cloth state which is found under the simulation menu, that should solve your constraint problem...
