I just zoomed in on the jpeg. Yes it's just compression artifacts.

Save as uncompressed and use photoshop to jpeg it with the amount of compression you want.

If that's it, just don't save as jpeg. Use Targa or other umcompressed format.

That's because graphics boards pipelines only manage triangle geometry.
