i have this problem in making a hull in cylinder...when im scaling the top of the cylinder to make curve on it...the top hull is not responding but the bottom hull is chaanging eveytime i move my...

i cant scale my cylinder object particularly the top hull...what should i do?everytime i pick the top then scale it,the top of the cylinder remain its original shape..but the lower bottom that ived...
