Random guess, are you still in isoparm mode or object mode? Cant use the move tool in isoparm mode.

I think Maya 6.5 can open Maya 7 files, not entirely sure though.

But, are you using Maya 7, or Maya 7 PLE? Cause if you are using the PLE, then you wont be able to open normal Maya files.

Or check google for Maya Personal Learning Edition. Its the free version of Maya, still has most features, but it watermarks your images, which isn't really a big deal.
