For a low poly model I'd say use a single poly block for each row of feathers, then you can easily texture them on. Or even just a simplistic wing shape with a few polys, a bit like the wings on badtertles model.
If you're after a detailed high res effect then google images with the search of 'bird wing' gives some good images showing the (advanced) structure of how the feathers attach.
