Not sure if this is EXACTLY what you are looking for, but it might lead you to the answer:
My personal favorite way to make this work is to do render-passes, and composite it all in post
Glows are still a bummer in Maya....
A quote from a great VFX guy named Gmask from my PRE-SM days on Highend regarding this:
"Glows are a post process so you cannot have them behind transparent surfaces.. especially raytraced ones as glows will not be included in the refraction or reflection. The object might show up, but the glow will not.
In a non-raytraced scene it may appear as if the glow is transmitted through a transparent surface but it is not.. it's on top. "
