If you are doing a generic member of one of the main hero races, they would be considered "characters" rather than "creature."

Elf

If you do so, treat them as if they have character-defining items as follows:

Elf - Bow, Long Ears
Hobbit - Hairy Feet, Short
Human - Sword
Dwarf - Axe
Wizard - Staff
