it´s in front of your eyes. highlite the effector10 in the hypergraph. this is your effector. then press the insert key on your keyboard. now you are able to move the effector in viewport. you can snapmove it to the wrist joint. hit insert key again and grab the IK handle wich should be located at the wrist joint now - if that is what you want to do.
