The good workflow

Hi guys!
I learned maya with a lot of tutorials, each time learning a piece of this incredible software.
Now i know more or less how to make a mesh, a rig, a skin, a hair, a cloth... but how make a project with all together?...user added image

I am currently working on a short-movie where I need to animate a model of a woman, so here's the workflow I've imagined before starting the work. Could somebody tell me if it's ok, and it wouldn't create some issues that can't be reversed in the future....?
-Creation of the mesh
-Creation of the UV
-Creation of the hair
-Creation of the cloth
-Creation of the skeleton
-Rigging
-Skinning
-Animation
-Lighting/Cameras and Shaders

I'm working with fast-motion with my model. Is it better to use nurbs for my hair instead of maya hair, because i heard the hair have some problem with fast motion....

One more question: could the hair-step and the cloth-step be done after the skinning?
I'm actually with my skinned model, and I would like to put it some hair and cloth, without making the skinning once again...
