whenever I click on ANY .exe file my machine errors saying "the windows installer service could not be accessed"

so you can image the pain as I cannot load on anything at all!

first I was thinking it was just my cdrom drives, but now I find that even and exe on my hard drive does the same!

any ideas?

btw: Its xp pro
