Most require more money. 3D coat, topogun ($100), NEX ($168), WrapIt ($54 USD), and digital fossils' VoidWorld (free) are the main ones I hear of. Facer.zip is on Creative Crash for free. A Blender retopo called Bsurfaces is available for $39. Z-brush has Decimation Master.
