A vertex is a point in 3D space with a particular location, usually given in terms of its x, y, and z coordinates. Two vertices, taken together, can be used to define the endpoints of a line; three vertices can be used to define a planar triangle. A CV itself (Or Control Vertice) is used in NURBS to define a mathemathical function that designates the way a curve will be pulled between her edit points. As you can see the two terms are different.
