Thanks for the reply, but I wasn't really looking for shaders. Maya's Ramp shader in 4.5 seems to work just fine doing toon shading, so I'll just stick with that for now. What I am looking for is if there are any certain technique's to modeling that is most beneficial for achieving a Disney like cartoon character, but doing it in 3D instead of 2D. I'm finding out little things by myself, like having to assign a different black shader around eyes to give the inked effect. I'll check around highend3d when it gets back up. It's been down for a while.

OK, highend3d is backup, and I found the answer I was looking for. Essentially to obtain good looking toon shaded models you need to have a very smooth model.

I also looked at the toon shaders on the site and I will download them and see what they can do. The pics that they show look pretty interesting.
