How to make a joint movement follow through the chain like so?

Hi, guys! I'm done cleaning the mocap data for my animation, but now that I see it all done I feel that the character looks a bit lifeless. The main character is an angel and the wings look very static.

Is there any way of making the torso movement follow through the wings, to make it more "alive"?
I tried to apply a jiggle deformer to the root of the wing, but it didn't look so good...

I'm considering using an expression to rotate the y and z axis, but i'd like to make sure that there isn't a "reactor" of some sort to make it work. What I want is basically by moving one joint, and making the movement gradually move along the chain...
