Default Render Layers

I was trying to render something with a HDRI and i got it to all work, except i can turn off the HDRI using render layers, but when i do this the HDRI no longer lights the scene. Ive got a few tuts on this, but they all use older versions of maya, and the render layers seem to be different, im using maya 7.0, if anyone knows how to do this please tell me.

i use 6.5, and this happens to me to, sorry idk,
