blur a background

Hello all,
I’m just have a quick question that is hard to explain. I wanted to know if anyone knows how to blur a back ground as you move the camera away form it and object in front of the background becomes clear or vice versa. I know that RenderMan can do this effect, but I don’t have this plug in. So! Can Maya 6.5 do this.
